Why now
The Carbon Reduction Plan is part of the gate at tender close.
Since 6 April 2026, NHS Supply Chain asks for Evergreen Level 1 at tender close (S5). Level 1 includes a net zero by 2050 commitment, a PPN 006 Carbon Reduction Plan and UK Scope 1, 2 and relevant Scope 3 emissions.
NHS England's assessment checks four things: the plan is published, it commits to net zero by 2050 or sooner, and it gives baseline year and reporting year Scope 1, 2 and 3 figures (S4).
Some NHS Supply Chain framework notices also ask for a Modern Slavery Assessment Tool result.

Do we need an audit?
No. PPN 006 does not require the plan to be verified (S3).
Is this our first footprint?
Then your reporting year becomes your baseline year, as the PPN 006 template guidance allows (S2).
Do LLPs qualify?
Yes. A designated member approves the plan.
Do you cover global emissions?
From April 2027, Evergreen asks for global Scope 1 to 3 reporting (S5). The plan covers your UK operations. When you update it for a later year, the boundary can be extended.
What if you are late, or the plan isn't usable?
Full refund if we're late or it isn't usable. Late means after two working days from a complete checklist.
Can you publish it or submit Evergreen for us?
No. Your director approves the plan, and you publish it on your website and complete Evergreen yourself. The walkthrough note shows where everything goes.
